【摘要】:1.1Thisguideidentifiesmethodstodeterminethephysicalandchemicalcharacteristicsofradioactiveand/orhazardouswastesbeforeawasteisprocessedathightemperatures,forexample,vitrificationintoahomogeneousglass,glass-ceramic,orceramicwasteform.Thisincludeswasteformsproducedbyex-situvitrification(ESV),in-situvitrification(ISV),slagging,plasma-arc,hot-isostaticpressing(HIP)and/orcold-pressingandsinteringtechnologies.Notethatthisguidedoesnotspecificallyaddresshightemperaturewastetreatmentbyincinerationbutseveraloftheanalysesdescribedinthisguidemaybeusefuldiagnosticmethodstodetermineincineratoroff-gascompositionandconcentrations.Thecharacterizationofthewaste(s)recommendedinthisguidecanbeusedto(1)chooseanddeveloptheappropriatethermaltreatmentmethodology,(2)determineifwastepretreatmentisneededpriortothermaltreatment,(3)aidindevelopmentofthermaltreatmentprocesscontrol,(4)developsurrogatewasteformulations,(5)performtreatabilitystudies,(6)determineprocessingregions(envelopes)ofacceptablewasteformcomposition,(7)performpilotscaletestingwithactualorsurrogatewaste,and/or(8)determinethecompositionandconcentrationsofoff-gasspeciesforregulatorycompliance.Theanalysesdiscussedinthisstandardcanbeperformedbyavarietyoftechniquesdependingonequipmentavailability.Forexample,GasChromatographMassSpectrometry(GC/MS)canbeusedtomeasuretheamountandtypeofoff-gasspeciespresent.However,thisstandardassumesthatsuchsophisticatedequipmentisunavailableforradioactiveorhazardouswasteserviceduetopotentialcontaminationoftheequipment.Theanalysesrecommendedare,therefore,thesimplestandleastcostlyanalysesthatcanbeperformedandstillbeconsideredadequate1.2Thisguideisapplicabletoradioactiveand/orhazardouswastesincludingbutnotlimitedto,high-levelwastes,low-levelwastes,transuranic(TRU)wastes,hazardouswastes,mixed(hazardousandradioactive)wastes,heavymetalcontaminatedwastes,andnaturallyoccurringoracceleratorproducedradioactivematerial(NARMorNORM)wastes.Thesewastescanbeinthephysicalformofwetsludges,driedsludges,spentwastewaterfilteraids,wastewaterfiltercakes,incineratorashes(wetordry),incineratorblowdown(wetordry),wastewaters,asbestos,resins,zeolites,soils,unsetorunsatisfactorycementitiouswastesformsinneedofremediation,leadpaintwastes,etc.andcombinationsoftheabove.Thisguidemaynotbeapplicabletopiping,ductwork,rubble,debriswasteorwastescontainingthesecomponents.1.3Thisguidereferencesapplicabletestmethodsthatcanbeusedtocharacterizehazardouswastes,radioactivewastes,andheavymetalcontaminatedprocesswastes,wasteforms,NARMorNORMwastes,andsoils.1.4Thesetestmethodsmustbeperformedinaccordancewithallqualityassurancerequirementsforacceptanceofthedata.1.5Thisstandardmayinvolvehazardousmaterials,operations,andequipment.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
